What Measures does King Tiberias order to be put in place after the incident with the Scarlet Guard in the ballroom?

To root out the rebellion and protect his citizens, King Tiberias orders certain Measures to be put in place after the incident with the Scarlet Guard in the ballroom. A sunset curfew is put in place for all Reds. Security will be doubled in every Red village and town. Any Reds who commit crimes, including breaking curfew, will be executed. Conscription is lowered to the age of 15. Anyone who provides information that leads to the arrest of a member of the Scarlet Guard will be awarded conscription wavers, releasing up to five members of the same family from military service. The Measures are to be in place until the Scarlet Guard is destroyed.
