What are common Silvers and where do they live?

Maven tells Mare that common Silvers live on in East Archeon. When Mare asks him what he means by common Silvers, he tells her that they are merchants, businessmen, soldiers, officers, shop owners, politicians, land barons, artists, and intellectuals. They do not have noble blood, and their abilities are not as powerful as those who belong to the High Houses.
