Who is Kara from Reckless and what is their importance?

Kara is Tinsley's mysterious, dorm neighbor who, for some reason has been given permission to break curfew and use the shower when everyone else is in bed. Kara is later revealed to have both a strong will of her own, a love of books, and a mother who's an inventive designer.
