Who is Dimitriy Popov from Rainbow Six and what is their importance?

Dimitriy Arkadeyevich Popov is an ex-KGB agent who was forced into retirement by the former Soviet regime. The role he played for the Soviets was one that placed him in contact with many infamous members of the terrorist network. Popov is hired by the CEO of Horizon Corporation, a large American pharmaceutical company, to instigate terrorist activity in Europe. Though Popov is paid well by his employer, it does not satisfy his curiosity about the underlying reason for causing this chaos.
