In "The Very Low Tide," what decisions does Tova make?

After finding Erik's class ring, Tova decides that she needs to take Marcellus home. She pulls the bucket down the boardwalk to the jetty. She thanks him for leading her to her grandson, and then she tips the bucket so he can slip into the water. As she releases him, she realizes that she is not going to Charter Village. She is going to stay in Sowell Bay.
