What does Elyot accuse Victor of being and what are his grounds for this accusation?

Elyot accuses Victor of being merely pompous and all talk. He goes on to say that if Victor is as manly as he tries to act, he would have simply shot Elyot when he saw him as opposed to trying to talk to him and threatening a fight.
