Why did Marci have trouble being in touch with Madeline?

When Marci arrived, she had trouble getting in touch with Madeline. Eventually, Marci learned where Madeline was but could not talk to her because the employers did not allow the employees to talk on the phone. When the family was out of town, Marci enlisted the help of another Filipino employee in Sultana's household to help her. Together they went to the home where Madeline was employed and convinced the male employee to allow them inside.
