Who is Gary Hallet from Practical Magic and what is their importance?

Gary Hallet is an investigator from Tuscon. He is looking for Jimmy in regards to the deaths of college students who had bought bad drugs from Jimmy. Gary is immediately mesmerized by Sally. He is saddened when she lies to him about the ring that he finds on her sink. Sally later goes to his hotel room to tell him the truth. She tells him that the ring is Jimmy's ring and then says that Jimmy is dead although it had been an accident. Gary realizes then and there that he is in love with Sally. Gary takes the ring and puts it on a corpse that could not be identified and closes the case. At the end of the story, he shows up for Sally.
