Who is Mr. Smith from Pascali's Island and what is their importance?

Although, we hear about Mr. Smith over the course of the novel, we don't actually meet him until near the end. Mr. Smith is an American, a fisherman, and the man Sylvia has hired to help Bowles remove the statue. Mr. Smith is killed attempting to do just that.
