How did Riggle come to live with his Uncle Joe in Indiana in the novel, Opioid, Indiana?

Prior to the main narrative, Riggle lived with his parents in Texas, near the border of Mexico. Unfortunately, Riggle’s father died in an automotive accident when Riggle was six years old. About two years later, Riggle’s mother killed herself due to grief and depression. Riggle was then transferred to live in an orphanage, and the conditions there were terrible. Eventually, Riggle’s uncle Joe agreed to assume guardianship over Riggle, so Riggle moved to Indiana to live with Joe.
