To not write in fear suggests writers should write what comes naturally to them, and not to write what others may expect, or to worry about rejection letters. This seems to refer to his statement about being honest because by being honest, a writer can say what he or she believes and not worry about the consequences. This is critical for passionate writers, but probably not important at all to those who write only as a career.
