Why does Reggie meet Olga in "Los Panuelos Negros"?

Reggie has his security guard pick up Olga at her office. They drive around while he tells her that he has been in touch with her mother for years. They have corresponded, and he has read books that her mother has recommended for him to read. He insists that she promise to tell no one--even Prieto--what they are about to discuss. He tells her that her mother has created a decentralized organization ready for a revolution--Panuelos Negros. He tells her that her mother needs her and that she will contact her.
