Why does Olga decide not to tell the FBI about her mother's role in the revolution?

Olga buys a burner phone so she can call the FBI and tell them about her mother's role in the revolution. As she waits for someone to speak to, she realizes that her mother will not go quietly. She will probably be killed in a blaze of gunfire. Then she will be a hero and for the rest of Olga's life, she will have to see her face on murals and T-shirts. She will have to hear people talk about what a martyr she was. Olga decides she does not need that. She hangs up and throws the phone in the gutter.
