What does Tirso tell Prieto and Mercedes about the water supply in the compound?

Tirso takes Prieto and Mercedes on a tour of the compound. He tells them that they have been water and energy independent on the compound for five years. Their water reserves are so plentiful that they are able to bottle and distribute water to neighboring towns.
