How is the city of Urithiru described in the novel, Oathbringer?

Urithiru is described as a city that is far above the rest and has its own tower that Shallan sketches numerous times in different ways. The city itself is technologically advanced and has many systems - such as their ventilation - that characters like Navani spend much of the novel trying to figure out how it works.
