What is the first major event in "Ten Dollars and Costs?" How might this be both a good and bad job?

One day after coming home from the hotel, Sandy finds Hager reading the evening paper; she sees an article claiming that Harriett and Maudel have been arrested for prostitution and fined "ten dollars and costs". I am not surprised, because Harriet was always a very out-going girl and had to make a living on her own.
