Why does Winston rejoice in Julia’s alleged promiscuity?

Winston thinks that Julia's promiscuity means that men in the outer party have defied the party and had sexual relations with another party member. This means there is deceit and sedition underneath the orthodox rule following. Winston believes the party is not as omnipotent as it thinks it is. I, however, doubt what Julia says can be true.
