We never really know whether Big Brother is real or merely a figurehead for the masses. The Party used Big Brother's image on posters, coins, and telescreens, along with the slogan "Big Brother is watching you". It is the Party that rose to power after the anti-capitalist revolution that established Oceania. The Party uses the image of Big Brother as propoganda to instill fear, loyalty, devotion...in the proletariat.
