In "Burn," why was David's first trip into town to get marijuana unsuccessful?

When David showed up at Rab's, he did not have any money to pay for the marijuana. He tried to pretend surprise, and claimed that the money must have fallen out of his pocket on his walk into town, but Rab did not believe him and refused to give him any marijuana.
