What is the theme in Never Cry Wolf by Farley Mowat?

I think the theme of political lobbies and special interest groups pressuring the government to make poor environmental choices is at the heart of this book. Mowat was hired under the subtext of finding an excuse to cull wolves in the Canadian Tundra.
