What is the main conflict in Never Cry Wolf by Farley Mowat?

Mowat was hired by the Canadian government to gather evidence to enable a wolf cull. Mowat actually finds out that that the wolves are in balance with nature and it is hunters that are encroaching on wolf habitat.
