Who are the Turing police? What is known about them so far?

At the end of the chapter, Case finds three members of the Turing police waiting for him in his hotel room. They tell him that he is under arrest. The Turing police are the police force that watch over the actions of artificial intelligences such as Wintermute and enforce very specific laws regarding their behavior.
