How do the Finnish people view the Yugoslavian refugees in My Cat Yugoslavia: A Novel?

The Finnish people dislike the immigrants and feel as if they are lazy parasites that take advantage of the Finnish government. After the war ends, the Finnish people all expect the refugees to go back home, and they are annoyed when the refugees choose to stay.
