Why is the sergeant angry that the old woman doesn't know the name of the dog responsible for biting her in the first scene of the play, Mountain Language?

When the officer asks the name of the dog which bit the old woman, she has no reply for such a question. The officer, irritated, then yells that every dog has a name and that it is the dog's responsibility to provide his name before biting. Any dog not complying with this rule will be shot
