Why do Miles and Harper decide it is safe to engage Berkmann in conversation on the EROS system?

Miles and Harper discuss what to do about the message from Berkmann and they decide that it is safe for Harper to talk to him, at least for a few minutes. They think that if Berkmann is making no typos in his messages, that he is working from his home base. They think that Berkmann must be in New York.
