The first hint of propaganda that readers see is when Tom descends to the Gut at the beginning of the novel. He passes posters that read “Movement is Life-Help the Guild of Engineers keep London moving!” (13). This poster subtly hints that the people of London should unequivocally follow what the Guild of Engineers tells them to do in order to keep London and their way of life from dying. That message tells readers that Crome is focused on creating a nationalist mindset so that the people of London are only focused on preserving London. They do not need to care about anyone else or themselves, they only need to focus on London.
