Who is Willy Krebs from Moonraker and what is their importance?

Willy Krebs is also Drax's right hand man. He is caught snooping around the private rooms in Drax's house. At the end of the story, it is revealed he was a member of the German Wolverines and worked with Drax in the German army. He is one of the conspirators attempting to destroy London.
