What is the importance of Mellon Auditorium in the novel, Mistress?

Mellon Auditorium is where the President is speaking at a Boy Scout awards ceremony. It is here that Ben yells out that America is being blackmailed, getting him arrested but also alerting the President as to what is happening with Russia.
