What excuse does the Captain give Roberts for canceling liberty in the play, Mister Roberts?

When Roberts asks the Captain why liberty has been canceled, the Captain says liberty was never his idea. He tells Roberts he was "pre-voked" when he heard that Roberts had gone to the Port Director with a bottle of scotch asking for liberty for the men.
