The secrecy rule establishes the Convention as a safe place for the delegates to discuss ideas. They do not have to worry that their ideas presented to the public before they are thoroughly thought out and approved by the entire group. In addition, the secrecy rule allows the delegates to concentrate on the task at hand, without being swayed by public pressure or opinion.
