Why does Washington call sovereignty a "monster"?

Without acknowledgment of the sovereignty of the individual states, the Articles of Confederation is not possible. Washington considers sovereignty to be a monster, because he realizes that thirteen sovereign states pulling at each other destroys any chance for unity. He realizes that the issue is also be divisive and has the potential to end the Convention.
