Madison believes popular ratification of the Constitution is essential because the Constitution needs the authority conferred by a popular vote. The Articles of Confederation form a treaty where the breach of one article absolves the others from their responsibility or obligation. The Constitution is not designed in the same way, and needs the approval of everyone to be implemented.
