What is the Committee of the Whole?

The Committee of the Whole is a practice invented in England to give freedom of debate under an autocratic ruler. At the 1787 Convention, using the Committee of the Whole allows the delegates to debate and vote on matters without binding themselves to the results of the debate or vote.
