According to Bowen, the Convention delegates do not intend to reform society, but to create a form of government suitable for the existing society. Delegates are not interested in the redistribution of property or concerned with the abolition of slavery. Both of these issues are left for the individual states to determine. Instead, they are concerned with how to create a government that is accepted by all states.
