James Wilson offers an analogy that federal liberty is to states what civil liberty is to individuals. An individual earns civil liberty by surrendering some of his or her personal sovereignty. In the same way, states earn federal liberty by surrendering some of their own sovereignty, burying local interests for the good of the whole country.
