Lansing argues that the New Jersey Plan sustains the sovereignty of the states, while the Virginia Plan destroys state sovereignty. In addition, he argues that the convention has no power to propose or discuss the Virginia Plan and that ratification of such a plan is improbable, as the states never abolish their own rights.
