The Annapolis Commission meets to discuss the quarrel between the states of Maryland and Virginia over the navigation of the Potomac River. The Commission report finds that trade and commerce are not clearly regulated by the Articles of Confederation. To correct this weakness, Congress resolves that there is a Convention for the purpose of revising the Articles of Confederation.
