How does the report of the Annapolis Commission lead to the meeting of the Convention?

The Annapolis Commission meets to discuss the quarrel between the states of Maryland and Virginia over the navigation of the Potomac River. The Commission report finds that trade and commerce are not clearly regulated by the Articles of Confederation.
