Why is te location of the cave kept a secret in the novel, Memory of Water?

Only tea masters know about the cave, in that publicizing its existence and location would endanger the local people. When Noria's father first brings her to the spring, he tells her that it does not exist. His words indicate the importance of keeping the location hidden and quiet from others.
