How does the theme of courage arise within Chapter 13 of The Memory Police?

The narrator is so concerned for her dear friend the old man that she decides to visit the headquarters of the Memory Police. The decision is a terrifying one, but the narrator loves the old man so much that she summons the courage needed to enter the stronghold of the dangerous Memory Police in hopes of finding out what has become of the old man. She also brings a care package for him, but she is not allowed to leave it for him, let alone give it to him herself.
