According to Hitler, the Americans and English use propaganda to portray the Germans as barbarians. This prepares the soldiers and public for war and for defeats in battle and anything that happens because they expect it of Barbarians. This increases hatred of the enemy and fuels the war effort. The Germans, Hitler feels, do not understand the use of propaganda.
