To "run into the wire" was a way to describe "the most popular method of suicide," which was touching an electrically charged barbed-wire fence. Suicide was common, as prisoners lost hope. It was also strictly against prison rules to interfere with a suicide in process. Therefore the only way to help a suicidal person was to help them before they attempted suicide.
