What is the setting in the novel, Make Lemonade by Virginia Euwer Wolff?

Make Lemonade is set in an unnamed city. The neighborhood that Verna lives in with her mother is slightly dangerous, but her mother works with other residents of their apartment building to try and keep their block safe.
