Why does Song say that Peepee will never live in the West?

Song uses the excuse that she and the child would be a burden to Gallimard. It may also be possible that Song says this to keep hold on Gallimard; to have leverage over him. Gallimard has a family he can never truly be with, so she keeps his desires out of his reach.
