What is Hornblower's attitude towards the mutineers in the novel, Lord Hornblower?

Hornblower is sympathetic to the mutineers, as he knows conditions on ships are harsh and are made more so by a sadistic man like Lieutenant Augustine Chadwick. However, Hornblower is prepared to do his duty and suppress the mutiny, as discipline must be maintained on ships.
