Why does Frick try to rob Buck as told in Chapter Six? Why do other people not try to rob Buck?

Frick tries to robs Buck because everyone knows that Buck has fancy things from stealing, and Frick needs to rob someone to have a dark deed as a part of his initiation rites for the Dark Suns. Other people would leave Buck alone because they respect Buck’s two dads.
