Who is Buggy from Little Altars Everywhere and what is their importance?

Buggy is Viviane's mother, dubbed "Buggy" by her son-in-law and grandchildren. She is described as extremely melodramatic, self-centered, and a bit delusional. This is evidenced by her regular conversations with fairies.... conversations that she repeats to Siddalee over the phone — complete with the fairies' replies.
