Who is Richard (Bingo) Little from Life with Jeeves and what is their importance?

Bingo and Bertie have known each other since they were children. They were born in the same village, attended kindergarten, Eton, and Oxford together, and continue to socialize regularly in London. Bingo is married to Rosie M Banks, who is a famous authoress. Lord Bittlesham, Bingo's uncle, eventually settles a generous allowance on him.
