Who is Carmine Latta from Libra and what is their importance?

Carmine Latta is a mobster who lived during the time period prior to and just after Kennedy's assassination. Carmine becomes the source of funds for the conspiracy to assassinate the president. Later, it is Carmine who is able to pull the strings to make Ruby kill Oswald.
