Some medicine men have an eagle feather attached to their pipe. Where is the eagle feather attached and why?

The eagle feather is fastened way up on the stem of a medicine man's pipe if he is performing a curing ceremony. If the pipe is used for family trouble, the eagle feather is attached to the middle of the stem and if one wants to gain knowledge then the feather is placed on the spot where the handle and bowl touch.
