What decision is made by King in regard to the sale of meat in Chapter 16?

In Chapter 16, they decide that they will begin marketing the meat in ten days, but that they will only sell it to “the brass,” officers with the rank of Major and above. Everyone, including Timsen and Marlowe, know officers they want to sell the rat meat to and everyone agrees to the idea.
